Overview
GOLIA (Governing, Optimising and Leveraging Innovations proActively) is a Horizon Europe project that aims to transform how urban mobility systems are planned, governed, and delivered across Europe.
The project develops an Adaptive Mobility Smart Governance Model that integrates:
- Data-driven decision making
- Social and environmental considerations
- Inclusive stakeholder participation
Its overarching goal is to create accessible, equitable, and resilient mobility systems aligned with the European Green Deal and Sustainable Development Goals
Motivation
Urban mobility systems today face several structural challenges:
- Fragmented governance across institutional levels
- Limited integration of data and digital tools
- Insufficient inclusion of citizens in decision-making
- Persistent car dependency and social inequalities
GOLIA addresses these gaps by shifting mobility planning from purely economic optimisation toward a “social optimum” approach, incorporating factors such as:
- Health and quality of life
- Accessibility and equity
- Environmental impact
